EXPATRIATE SERVICE DIVISION (ESD), IMMIGRATION GUIDELINES

The Ministry of Home Affairs has started the Expatriate Services Division (ESD) in 2014 under the Immigration Department of Malaysia to provide services for government institutions to submit expatriate related immigration matters. All applications of expatriate will be conduct and process by the various units and department who will then compile the documents before sending it to Visa Unit, International Student Center (ISC). Visa Unit will process and submit the final application to ESD for obtaining the approval for work permits of expatriates.

Among the services offered by Visa Unit, ISC are Employment Pass, Professional Visit Pass and Dependent Pass. All expatriate Employment Pass applications will be assessed on an individual basis by ESD, based on the merits of each application submitted. Visa Unit is required to submit a supporting letter for each Employment Pass (Category I, II and III) and Professional Visit Pass application.

  
GENERAL INFORMATION

VISA CATEGORIES

i. Please check the validity of current visa/pass. The current visa validity (Employment, Dependent & Student Pass) should be 30 days for Category I & II.

ii. As for Category III, expatriate have to be in country of origin when applying for Employment Pass.

iii. Validity of passport must be 12 months or above when applying for Employment Pass.

iv. If the Principal (expatriate) wants to bring the family to Malaysia, please apply together with your application for dependent pass or the principle has the Employment pass sticker in their passport then apply for the dependent pass application, which they are still in their country of origin.  The principal’s family has to wait for the Visa With Reference (VDR) to be approved and to be sent to Malaysian Embassy/High commissions in your country of origin.

Please note that, i-PASS card application for Employment Pass is currently not being issued by the Immigration Department until further notice. This is because the Immigration Department is upgrading the system for the issuance of the cards.
